to sneak into enemy camps and kill soldiers/spies/sentries/ninjas.

once spies reaches level 10 they can be trained to either a higher level spy or level 1 ninja. a level 1 ninja can sneak into enemy camps and kill 10 untrained soldiers, or 5 trained soldiers or 5 spies or 3 sentries. maybe even have special defence ninjas.

a ninja has to have 10 successful missions to reach level 2 .. which can kill twice as many enemies. the more ninjas sent per attack will increase how many enemies can be killed. the higher the ninja tool, the more enemies can be killed.

maybe have 5 levels for ninjas .. with 5 levels of tools. max enemies per ninja can be set to 250

maybe instead of killing soldiers, they can steal weapons/tools .. hehe

maybe instead of ninjas, we can call them spies...hehe

Maybe but I have never seen a ninja in the LOTR movies, maybe I have missed something.

and they all carry Nunchaku in LOTR

yea not a bad idea, but they shouldn't be able to sab nunchaku because those aren't in the LOTR movies.
